
Parish Councils have a number of basic responsibilities in improving the lives of local communities. Their powers fall within three main categories: representing the whole electorate within the parish; delivering services to meet local needs; and striving to improve the quality of life in the parish. Some examples of these powers are the provision of local youth projects, tourism activities, leisure facilities, car parks, village greens, public lavatories, litterbins, burial grounds, allotments, bus shelters, commons, open spaces, footpaths, bridleways, and crime reduction measures. Parish Councils can also comment on planning applications - they are statutory consultees (they have to be consulted if they so wish) and can be represented at public inquiries. To meet its responsibilities Westfield Parish Council works in partnership with Rother District Council and East Sussex County Council
We have 11 councillors who are elected every 4 years. Councillors are unpaid but have the services of a part-time (18 hours per week) paid Clerk to the Council. The Council meets in public at 7pm usually on the 1st Wednesday of every month. A period of about 20 minutes is set aside near the start of each meeting, so that parishioners can comment or ask questions about any item on the agenda. Additionally, planning meetings are held on the same evening at 6:30pm. There is also a Parish Assembly in April or May for all residents to attend and at which we present a summary of the Council’s activities throughout the year. District and County Councillors usually attend all of these meetings and report on the activities of their respective Councils. Notice of meetings is displayed on the parish notice boards four days before the meeting and minutes of the meetings are published on this website.
The Council has the powers to raise income by means of a precept levied on households in the parish and this is collected together with Council Tax by Rother District Council. In addition they may apply for other funding such as grants but they do not receive any funding from central government. The Council precept and expenditure is monitored annually by independent auditors.

Once the meetings have taken place minutes are drawn up. These minutes are ratified at the next full Council meeting and the approved minutes are then made available on this website.

All Westfield Parish Council meetings are open to the public. There is always a chance for parishioners to speak to address any item on the agenda.
Council Meetings are held at the Community Hall dining room in Workhouse Lane, Westfield. They start at 7pm usually on the first Wednesday of every month.

The clerk produces a monthly report for Council. This is a report of matters dealt with since the last Council meeting. Reports may also be produced to inform the business at other meetings. The Council publishes its annual report each May. This includes an account of Council business over the last year and includes a brief summary of the income and expenditure for the year ending 31st March.

Planning strategies and policies
Building development in Westfield is subject to the planning strategies and policies aopted by Rother District Council, covered in the Local Plan. Local Plans were developed over time and with full public consultation. The Rother draft plan received approval following a government inspection and was formally adopted in July 2006 for a five year period.
A Local Development Framework will replace the Local Plan and is currently being put together. This comprehensive document has incorporated the previous policies from the Local Plan, which can be viewed on the Rother website. As well as the general planning context and strategies there are specific policies relating to Westfield. Westfield Parish Council’s accounts are prepared in accordance with the Accounts & Audit Regulations 2011 (SI 817) and are subject to both internal and external audit.
Our internal auditor is Mr L Matthews of Tunbridge Wells, and the Audit Commission has appointed Mazars LLP to be our external auditor.

All parish councils have the right to raise money by precept (a mandatory demand) on the district council. The precept required by Westfield Parish Council is collected by Rother District Council as part of the council tax levied on tax payers in the parish.

Westfield Parish Council
Every council must act within the law. It can only spend, raise or use money if it has a statutory power to do so otherwise it acts ultra vires (beyond its powers). Parish councils have a wide range of powers under different acts of Parliament. Most of these powers are discretionary, i.e. a council may do something, rather than it must do something. The Freedom of Information Act 2000 gives a general right of access to all types of recorded information held by public authorities, sets out exemptions from that right and places a number of obligations on public authorities.
The Parish Council has adopted the 2009 Model Publication Scheme issued by the Information Commissioner’s Office. This endorses our commitment to routinely publish and make available a broad amount of information about the council as part of our normal business activities. The Model Publication Scheme is available below.
We aim to ensure that a significant amount of information is available without the need for a specific request, and therefore minimise inconvenience and cost to the public. Most of the information is available here on our website. In addition, where possible or practicable we make information available on the four parish notice boards located in the village centre, and at Kent Street, Moat Lane and on Westfield Lane opposite Baldslow Down.

Each year, since 2005, at the Parish Assembly, the Parish Council recognises a significant contribution made to the community by awarding "The Rose Bowl" to be held for a year. The Rose Bowl is given to mark dedication and community spirit shown by an individual volunteer over many years, which brings a community benefit to residents of Westfield. From 2010, also at the Annual Parish assembly in May, certificates of thanks are awarded to community volunteers whose efforts have made a real difference, and who have been put forward by public nomination.
2011 Dave Legg, Rose Bowl Award presented to celebrate Dave's outstanding support of village cricket, to mark his twenty years of maintaining the cricket ground and his support of youth cricket.

2010 Janice Bolton. Janice has been a member of the committee for the 1st Westfield Scout Group for over twenty years. She is the church organist and choir mistress and organises the community "Carols around the tree" each Christmas, and has helped out at numerous community events. She has recently voluteered her help and continuing support to this website and to the Community Hub.
2009 Sally Cruttenden. Sally has run the village Brownie and Guide group for over 25 years, without pay and with considerable commitment. She has been a "guiding light" in the lives of so many Westfield girls.
2008 Barbara Nunn. Barbara has served the community for many years as the organiser of weekly Bingo sessions and the monthly lunch club for the elderly and disabled.
2007 Pauline Filsell-Page. Pauline has served the community over many years in a varity of roles. The award this year specifically recognised the tremendous amount of work she undertakes to produce our community newsletter.
2006 Ken Munday. Ken has for many years worked to maintain our War Memorial and is the organiser of collections made for St Michael's Hospice in connection with the Christmas lights display.
2005 Audrey Feasey. Audrey gave her time for many years to organise Westfield Wheelies, a community transport scheme that matched volunteer car drivers to those with transport needs, especially in connection with medical appointments.

Are you interested in becoming a councillor?
Vacancies may arise at any time when an existing councillor resigns. These are called casual vacancies and they are always advertised on parish notice boards and this website. Casual vacancies may be filled by a by-election or by co-option.
Councillors normally serve for a four year period following a May election. The last election was on the 5th May 2011
The election process is administered by Rother District Council. They have an "Electoral Services" department which has responsibility to issue and receive nomination forms, and to organise the election and notify the results.

The Westfield Down Project (WDP) has been an important prospect for the community for several years. The land owners, Westfield Parish Council, and the local Planning Authority have been working on the plan to provide substantial community recreation facilities and housing on land between the GP's surgery and the Cricket Ground.
Informal negotiations began in 2003. Later a formal proposal was submitted to the Planning Authority and following a public consultation and Government inspection, this proposal achieved policy status in the Local District Plan in 2006. (Policy VL11). The proposal allocates one hectare of land nearest the surgery for housing, and the remaining 2.5 hectares for general community recreation use including football pitches.
In 2007 a "Change of use" planning application was granted to the Parish Council for the football and recreation elements of the scheme (application no. RR/2007/545/P). The Parish Council applied to the Planning Authority to extend this permission for another three years (application no. RR/2010/1111/P), and was granted permission in July 2010.
In 2009 a planning application, by the land owners, for the housing element was delegated for approval, subject to a Section 106 agreement which would establish the contribution required from the planning gain to be made towards to the community recreation and football part of the scheme (RR/2009/322/P).
Substantial volunteer time has been expended in taking the scheme forward and various local groups that will benefit have been consulted and contributed to the process. These include Westfield Football Club, Westfield Cricket Club, Westfield Community Association, Westfield Scout Group and the Westfield Local Action Plan Group. Mr Roger Carrier is the Parish Council representative for the project and he continues to steer the process, coordinating the work of volunteers, and negotiating with all relevant parties to take the plan forward.
Some background information relevant to the Parish Council’s decision to support the Westfield Down project.
For many years there had been a lack of adequate recreational facilities for the residents of Westfield Parish. The play equipment was out-dated, the Parish Field was set up for football use which deterred other more general recreational use, the Scout HQ was an ancient Nissen hut and the site on which it stands has a limited tenancy. A survey of all Rother District’s recreational facilities identified Westfield as having the worst in the district and the Council determined to address these issues.
The major land owner of Westfield Down began discussions with the Parish Council in 2003 and out of those discussions a project emerged which offered an opportunity to address all these issues on a single site. In 2005 the Parish Council discussed the Down proposals with Rother District Council and the plan was formerly adopted in the District Plan in 2006, after a full public consultation and a government inspector’s report which supported the scheme. The four main advantages to the residents of Westfield were accepted.
• Firstly the potential to resolve all the recreational needs of the Parish on a single site
• Secondly the drawing of a development stop line at our eastern boundary providing a limit to any further development or extension of the village along that boundary
• Thirdly a reduction in the number of proposed houses that the draft District Plan had allocated to Westfield. Rother had identified a site off Fishponds Lane that could accommodate 67+ houses. The Parish Council negotiated that that proposal be removed from the draft District Plan and replaced with the Down housing allocation of at least 22 (now settled at 39 due to economic pressures).
• There was also a fourth consideration, namely the release of the Parish Field from regular football use, allowing it to revert to a general recreation facility more in keeping with the original endowment.
In 2008 some of the play equipment intended for the Down was installed on the Recreation Ground using money from a government grant. This was because we decided that the delays in progressing the Down project should not be allowed to disadvantage our young people any longer. This new provision does not detract from the Down scheme; it provides further opportunities for developing a wider range of recreational provision that will encourage healthy outdoor leisure opportunities for Westfield’s residents.
The site which neighbours the cricket field will provide an open space that can meet the recreational needs of our community for many years to come.
